American Rescue Plan (ARPA)
On March 11, 2021, the President signed into the law the American Rescue Plan Act (ARPA). The American Rescue Plan will deliver $350 billion for eligible state, local, territorial, and Tribal governments to respond to the COVID-19 emergency and bring back jobs.
Through the plan America’s counties received $61.5 billion in direct federal aid, with Oklahoma counties receiving over $768 million.

As a result of the ARPA funds, ACCO formed a committee in April of 2021 to address the ever-changing guidelines from the US Treasury and to serve as a resource that could interpret the guidelines and answer questions for counties. This committee has met monthly and contributed their time and resources. The committee members are recognized below:

State Auditor Resources
The State Auditor’s office has been instrumental in providing resources to counties to navigate the ARPA funds. They have provided a breakdown of allowable and unallowable costs under the guidelines as well as a form for expenditure documentation. Perhaps most beneficial, the office has also created an inquiry form that provides feedback for counties in determining if an expenditure falls within the current ARPA guidelines.
