Ron Justice, R-Chickasha, raises the minimum cost threshold each for bridge, culvert or grade-and-drainage construction or repair to require engineering plans and specifications to be prepared by the county engineer. The bill also increases the maximum reimbursement for force account county bridge and county road projects from $200,000 to $400,000. It also raises the limit for which a county governing department may requisition equipment, machinery or vehicles from $2,500 to $5,000. It raises from $75,000 to $150,000 the minimum cost estimate for culvert or bridge reconstruction or construction and from $150,000 to $300,000 the minimum cost estimate for grade-and-drainage projects or reconstruction, replacement or major repairs to be accomplished by the board of county commissioners for which engineering plans and specifications must be prepared by the county engineer to ensure sound engineering practices. It also designates the portion of U.S. Highway 81 from the Enid city limits extending north to the junction with U.S. Highway 64 as the "SSG Chris Hake Memorial Highway." It also designates a portion of State Highway 6 from the junction with U.S. Highway 283 extending west to the junction of State Highway 6 and State Highway 152 as the "Trooper David Nalley Memorial Highway." It provides language allowing a board of county commissioners to enforce its regulations and establish fines, penalties and other remedies for any violation of its regulations, including costs of suit. The measure also stipulates that the authorities must establish a time and place for regular meetings, and it outlines duties, including managing and conducting business; securing funding through notes, bonds, lenders or government sources; and authorizing the county to make loans or grants with willing property owners for certain purposes related to renewable energy, energy efficiency, energy audits and incentive programs. It states that the act applies to developed property on which property taxes are paid and on which the property owners are current in the payment of property taxes. It states that any loan under the act constitutes a lien on the property that is the subject of the loan. The measure also allows the authorities to make grants to nonprofit organizations for energy efficiency retrofits on tax-exempt property, requires participating property owners to have energy audits conducted and establishes other requirements for property qualification. The bill also prohibits state agencies from using funds to develop or enhance a public safety communication system unless the request is consistent with the Statewide Communications Interoperability Plan.
