Who We Are

The Association of County Commissioners of Oklahoma (ACCO)is 231 County Commissioners in all 77 Oklahoma Counties working together for the health, safety and welfare needs of all county citizens. ACCO serves as a statewide clearinghouse for leadership training, educational programming and a comprehensive array of services designed to meet the needs ofits member counties.

How We Are Governed

ACCO is governed by a 12-member Board of Directors, with a Board-appointed Executive Director who is responsible for the day-to-day management of the organization. Eight Board members are elected by their regional districts, three officers elected by the general membership for two-year terms and a past president who serves as an ex-officio board member. ACCO officers for 20013 - 2014 are:

President: The Honorable Gary Starns, Pontotoc County

Vice-President: The Honorable Scott Hilton, Osage County

Secretary/Treasurer: The Honorable Jimmy Westbrook, McCurtain County

What We Do

  • Provide information to state lawmakers and officials relating to ACCO’s position on a broad array of public policy issues.
  • Advocate for legislation useful to counties and oppose bills detrimental county government operations.
  • Oppose unfunded mandates—state or federal initiatives requiring local governments to provide new programs or services with no revenue to support them.
  • Provide high quality education and training programs for county commissioners through a variety of meetings throughout the year.
  • Create opportunities for county leaders to exchange ideas, share experiences and take advantage of expert advice.
  • Provide a statewide forum for building consensus among commissioners after fully debating issues that affect county government.
  • Communicate effectively on the issues and challenges facing counties and how they impact the lives of local citizens and their communities.

Services We Provide

ACCO administers a comprehensive array of member services designed to meet the needs of Oklahoma county governments. These include Worker's Compensation coverage, Property & Liability coverage, managerial, and technical assistance programs.
